The story behind the character
都
都 means "all," and it never starts a sentence. It sits between the subject and the verb, and it covers whatever comes before it. 我们都是学生 we are all students. 他们都走了 they have all left. Put 都 where English puts "all" and you get 都我们是学生, which is wrong. The rule is positional: whatever 都 follows is the group it applies to.
